Sec. 3. Legislative Powers. Grand Lodge legislative powers extend to every case of legislation not expressly delegated to Subordinate Lodges. This Constitution, the Ordinances appended thereto, the Uniform Code of By-Laws for Subordinate Lodges, all Edicts in force and General Regulations of Freemasonry, are binding upon all Subordinate Lodges and Masons within the jurisdiction of the Grand Lodge.
