Sec. 3. A proposed amendment receiving only a majority vote, but less than three-fourths (3/4) votes required for approval, shall be laid over and published in the proceedings as a "Proposed Amendment to the Constitution". If three-fourths (3/4) of the members then present at the next Annual Communication vote favorably, it shall be declared adopted at the end of that Annual Communication.
