Sec. 14. All Brethren who are included in the list of petitioners when a Dispensation was issued are referred to as Charter Members and may become regular members when the Lodge U.D. is granted a charter and shall be subject to the same rights and obligations or regular membership. However, they may elect to apply for dimit at any time after the Charter is granted, and which shall not be unduly withheld. (Edict No. 294 MW Gazmin).
