Sec. 15. No charter shall be granted to a Lodge U.D. unless it is proven that it is financially capable of operating as a regular lodge and is free from indebtedness of whatever kind. All its annual dues consisting of per capita and other authorized Grand Lodge assessments, conferral fees, temple funds, etc. must be paid within the prescribed deadline. (Edict No. 294 MW Gazmin).
