Sec. 2. A petitioner for the degrees must have been a resident within the jurisdiction of this Grand Lodge for at least twelve (12) months immediately before petitioning and within the jurisdiction of the lodge for at least six (6) months. No lodge shall be issued a dispensation to receive and act upon the petition of a person belonging to the Armed Forces of the Philippines or a diplomatic agency in the Philippines who does not have the residence qualification, unless the request thereof be made by unanimous vote by ballot a meeting of which the members shall have due notice.
