Sec. 9. All petitions for degrees and affiliations shall be referred to a Committee of Three (3) who shall Individually and separately make a strict examination into the moral, mental, physical and other qualifications of the petitioner and report thereon to the Master at the next stated meeting, unless further time be granted.
