Sec. 10. Lodges under dispensation may send their Masters and Wardens as delegates to the Annual Communication and, provided they are duly registered for the Annual Communication, may be admitted to seats, permitted to speak, and allowed to vote on all questions, but shall have no vote in the election of Grand Officers until their Lodge shall have been constituted.
